【今日】集金ページバナーのお試しセット対応 #3133

概要

集金ページのevent_no判定がstart_imgを使用しているため、
configから過去パックIDを削除すると、アイテムパックがお試しパック判定されていなかった。

日付が変わるまでに本番反映
